HOOVER, Ala. (WBRC) - A new luxury cafe is open at the Hoover library, bringing a collaborative cafe concept together for the community.

According to organizers, the cafe is a collaboration between Tiffaney Strayhorne, owner of Pauline’s Fine Cakes, Desserts and Catering and Tierra Robinson-Jeter, founder of La’Fleur Coffee Botique.

After meeting through the 4C Accelerator, the two entrepreneurs used a $5,000 grant from the Birmingham chapter of Les Dames d’Escoffier International to marry their seperate business and create the cafe. The grant allowed them to open the business debt free.

Both women were recognized at the 2026 Network Navigator Small Business Awards.

NOIR Luxury Cafe brings speciality coffee, handcrafted desserts, curated brunch and community-centered hospitality to a civic space in Hoover.

“We did a soft opening last Saturday, and we got an overwhelming response. We are so grateful for that. So, what it let us know is that the community is welcoming us with open arms,” said Strayhorne.

Organizers say the cafe includes a planned youth internship and workforce development program. One Hoover High School student is already particpating.

“No matter how long you’ve been doing something, there’s always more to know. And that community and being supportive of one-another really pushes us all forward,” said Robinson-Jeter.
